Uruguay's Agency for the Development of Government Electronic Management and Information and Knowledge Society recommend in a new document that “… the Executive, Legislative and Judiciary Powers, Decentralized Organizations and Companies where the state holds equity majority… shall distribute and receive electronic documents in, at least, one open standard for electronic documents (ODF or PDF)."

For Microsoft Office the agency recommends the SUN Microsystems plugin
